The British government paid special attention to the reorganization of the finance department for a substantial increase in its resources and enacted the Land Revenue Act in 1871. It laid the foundation for continuous arrangement for measurement and land rights and in this regard, the Punjab Land Revenue Act came into force on November 1, 1887. The era of British rule ended. On August 14, 1947, the Kingdom of Godfather Pakistan came into existence. Under the basic requirements of the Islamic state, the Shariat Act came into effect in 1951.
However, in the province of Punjab, the Punjab Land Revenue Act remained in force since 1887 with various amendments. Even considering the agricultural, social and economic needs of the latter, the Land Revenue Law was compiled in 1967 and implemented from January 1, 1968. After this short historical background, if we look at land record management in recent times, it is a long process. And it was a tough journey. About which there was a general opinion that this work is impossible. Which can hardly ever be changed into reality.
Land Record Center is a transparent and modern system of the world. Computerized after scanning each sheet along with removal of irregularities in the records. To store all this data, mega data storage centers have been established in which 60 TB of land record data has been preserved. In this sense, one data center is established in Lahore while the other data center is established in Islamabad. The entire system can be connected to a backup data center in a matter of moments in case of an accident. It is very important to mention a major achievement of the Punjab Land Records Authority here that all the land records that were collected in 143 tehsils of Punjab were available in the respective tehsil land records centers but now this record has been centralized. Its fruits are very wide, some of which need to be mentioned hereis Chaudhry Manwar Hayat said that first of all, the loss, burning and any kind of forgery and illegal alteration of records has been made impossible. The rights of all the land owners of Punjab have been secured forever. Along with this, all land records are centralized so the resident of Rahim Yar Khan can go to any tehsil of Punjab and get the person from his respective tehsil. This is a revolutionary change. Which is the realization of the leader’s dream of making this kingdom of God a welfare state. Where the record of nearly 23000 posts of Punjab has been secured, there has also been a record in service delivery. In 2017, 2 million individuals were released and nearly 2.3 million deaths were reported, which is 25% more than the estimate. Along with land record centers in 143 tehsils of Punjab, more land record centers including Fateh Jang were established.
Chaudhry Manwar Hayat said that in order to reduce public difficulties, Bank of Punjab booths have been set up in all land record centers so that all facilities can be provided under one roof under one window operation. The waiting rooms are being expanded, improvements will be made with time. He said that Tehsildar Fateh Jang Chaudhry Shafqat Mehmood is a domineering officer who does not allow injustice to any citizen. Working with him is a wonderful experience of my life.
One thing to mention here is that the reason for the rush of people to all land record centers of Fateh Jang is the full confidence of the people. There was a time when every individual was obtained by bribery. Now this individual fee is up to few hundred rupees which the user has to deposit in the bank himself. To provide services to people in an organized manner, token management system has been introduced for this purpose which clears up the problem of people. There is a decrease. As more people visit land record centers, more steps are being taken to facilitate services.
An agreement with NADRA is an exemplary step in facilitating the delivery of services and especially at Land Record Centers more than 90% people come to get Personal Records. Hence there are 151 Land Record Centers along with Punjab. Also from hundreds of “e-facilitation” centers of NADRA established across the countryare being obtained. Instead of going to the respective tehsil from the village or town to get the individual, this service can be obtained from the “e-facility” center established in the streets, he said that the main reason for the success of the Punjab Land Records Authority is the excellent teamwork The services of all competent officers are there. Thanks to the full confidence of the people, this journey will continueAnd the time is not far when the culture of waiting and queuing will be completely eradicated and the services will be delivered to the people at their doorsteps. The steps being taken using modern technology to provide all kinds of ease and convenience to the people will be remembered as a great milestone in the history of the modern world.
